Johnson 70 flooding maybe?

Scenario: I'll go wide open throttle for a while and everything is good. I'll then slow down and go mid throttle. At that point the engine rpm will slowly come down as if it is flooded.
I'll try to crank it back up and the engine will idle, but if I give it any throttle in gear the engine will die. What I have to do is put it in neutral and rev the engine until the engine is "cleaned out" because it seems that the engineis flooded. The reason why I think the engine is flooded is because the engine will be hesistant until a certain point and then bam the rpms will come up pretty quick.
I have checked the primer solenoid and it is pointing in the correct way.

Start with the basics, compression, spark, condition of plugs. What year engine do you have? Are you using fresh gas?
