Trim pump noisy but operational

I have a Oildyne pump with a plastic reservior and I can barely see oil in the bottom, up or down. Does the level vary during operation or does it just pump oil from one side of the piston to the other? Why does it need so much oil in the reservior if it doesn't drain during opertation?
Also, it's quite noisy. If I top up the oil will it quiet down?

yes it will , unless there is a problem with motor.

Thank-you, the noise and drip pan under it made me suspicous. I think the reservior was cracked at one time and maybe it leaked.
