1987 Rochester Quadrajet missing fast idle cam

Why doesn't the 1987 Quadrajet have a fast idle cam like other years. I have to advance the throttle a bit to get it to run at a cold start and it's touchy so it could rev too high if I'm not careful. What's the proper starting procedure for my boat?

Boats don't have fast idle cams like cars do. You are supposed to use the throttle.
IF, you had a fast idle cam that ran the engine at 1200 rpm at idle, you could damage your outdrive shifting at that speed.

Thanks Don, so I'm supposed to just nudge the throttle ahead to start cold? If I push the throttle button and advance the throttle without shifting gears it advances to a spot where it stops and clicks. I have to push the botton on the T handle to advance further to actually move the throttle linkage on the carb. I assume that first push is the gear shift at idle then the carb opens beyond that. So, in order to start cold I have to go a wee bit beyond the gear shift position to advance the throttle, warm it up then pull back to vertical then shift into gear and go. Is that right?
