1981 Evinrude 70 hp water in cylinder

Ok,So a family member gave me a pontoon baot that has the Evinrude 70hp on it and it had sit untouch for about a year until I got it.We took it to the lake and it ran fine with just a little sputtering which I assumed was because it had sit for awhile.Well I took it out the other day to see if cleaning the carbs made a difference and it was running the same as before but got worse but never quit running,although you had to choke it evertime to start it.Well this morning I was checking to see if it had fire when I noticed as you turn it over there was mist coming out of the 3rd cylinder(bottom cylinder).What would cause this?BTW,I do not know anything about outboard engines.and.i read somewhere that it will rust and i need to fog it,whats that?Thanks so much for your help.

Another thing I might add is.....It ran at the lake but I brought it home and it wouldnt start leading me to the fire/spark check.I dont really know anything about boat motors and I put the muffs on with the water full blast because I thought thats how it was done.Is it possible that was putting the water in the cylinder?

How deep is the engine setting in the water on that pontoon boat? If it is sitting to deep, that engine can suck in water up the exhaust passage. Pull the plug's and determine if that is water, or fuel spraying out.

The motor sits fine on the boat and It is water coming out of the cylinder.
