Volvo 230a Sputters When Cold

I've got a Volvo 230a on a 17.5ft Crestliner fish and ski from 1992. Starts right up when cold, gets into gear and will idle along great when cold. However, it takes a lot of careful throttle management to get to WOT before the engine temp is over 140F or so. It'll do it I'm careful and I don't try to do it too fast. If I do it too fast, it'll cough and sputter and sometimes die when advancing the throttle. After the engine had warmed up, this problem is totally gone. Any ideas what's gping on here?

Since Volvo in their wisdom decided not put a choke on these motors they are quite crabby until they warm up. I let mine get upto temperature and then open it up. It really does not take that long.
