I have an old 14' Whaler with a brand new 25HP motor. What kind of insurance do boats need, if any?

Along with anything that could potentially damage property and/or people, you should carry at the minimum liability insurance.

Comprehensive would cover you for theft/fire or similar. That would be optional however, depending on your situation.

Boat insurance is usually cheap. Well worth the peace of mind I believe.

My full coverage cost $245 per year.

Boat insurance is dirt cheap and yes, you should get some coverage. However, an insurance company will not insure every boat (depends on make/model/year/etc; too hard to put a vaue on some boats). But, you should call and try anyway. It's well worth it--I am paranoid so I have total coverage with high limits, and it's still under $300/yr.

The only reason not to have insurance is if you can personally afford to pay off any damage that might occur in an accident.

Here in OKlahoma, boat insurance is extremely affordably.
