I have a 1992 Force 70hp outboard that with the kill wire disconnected I have voltage going to the wire, and no spark to the plugs. HELP!!! Please???

The wire is disconnected .... from where?
THe ignition switch?
the deadman's switch?
the terminal strip?

With the engine running ?
With the key on or off?

I have no spark to start the boat, so it isn't running. The black and yellow wire that runs from the neutral safety switch to the switch box is the one that the trouble shooting guides says to disconnect to test the kill switch. That wire is the one that has votage when it is not supposed to. Also we found that the ignition wires have voltage when the key is off.
