'87 80HP Merc Steering

Hey guys I'm brand new to the site but ive been tooling around on this engine for about a week now. It's been sitting for about a decade and I have her broke free and the key is getting the engine turning. The hydraulic tilt also works fine. My new issue is that when I turn the steering wheel nothing happens. Thanks for the help

Dave, Take a compression test, and see if it has apark on all plug wires. Post results, and we can advise on next step. Carbs likely need cleaning and rebuilding. There is a sticky on waking a sleeeping outboard.

thats been done, its just the steering im having issues with currently
