oil fouled plugs in my 140vro

i have a 1988 johnson 140 that is fouling plugs because the fuel mixture seems to have excessive oil. when the engine runs it is very smoky and only runs well on brand new plugs. does anybody know if there is an adjustment on the vro system to reduce the amount of oil mixing?

When my VRO pump started failing on me last summer I found that I seemed to be getting plenty of oil and not enough fuel. Pumping the bulb kept me running at a decent rpm but it would still run by itself up to about 2500rpm and was a lot smokier. Don't know if this has any bearing on yours but I changed out to a premix pump and all was well again. Went premix due to price and availability as i was on vacation at the time and needed to keep boating.
