Idle mixture screws 1995 evinrude intruder

Someone tell me a easy way to adjust these properly, if there is a way. My seloc book gives a vague description. Mine are all out of whack. The book calls for them to be 3 1/2 turns out. It refuses to run there. I can get it to idle somewhere around 5 1/2 to 6 1/2. I guess i should start there. These motors seem to be a pain to get adjusted properly since they all won't be the same. Anyone got a easy tried and true method for this?

get a real manual, you adjust one at a time, get it to run the best then go to the next one. then you may do it over again, and improve. the book does not necessarily know what the motor likes. did you remove and clean all the jets?

Yeah, been there done that a few times over.
