1987 170hp wont go into reverse or neutral

I have recently repalced the lower unit of a 170 hp Mercruiser. Everything sems to run okay but I dont have reverse or neutral. (It seems to be stuck in drive). Is it possible I forgot to line somthing up when putting lower unit back on?

lower unit in fwd, control box in fwd, slide together , align shift shoe on splined shaft, when tightening make sure the 2 shoes line up
OR
you forgot to install the SS washer on the lower units splined shaft and the shoe dropped down

Thanks!! It was the SS washer! The shoe droped down and didn't allow the teeth to line up! Got it taken care of! Thanks!
