1989 Force 125Hp Motor - Where can i get this piece?

I found out today why my boat has been running so badly... There is a threaded bracket, that is attached to this bar that moves when the throttle is pulled. From the looks of it, this bracket should have a screw threaded through it which possibly controls timing?

What is this piece called and where the heck can I get a new one?

Edit: there is currently a zip tie attached to the screw that turns a disk under the flywheel... i have no intentions of running it this way. FYI,

not trying to high jack this thread but i am reading along trying to find number 23 in the linked diagram. i have looked just about everywhere and nobody has one.
anyone have a spare laying around?

Hi, Just Looked On Ebay, Some One Is Parting Out A 1989 85hp. It List His Phone Number 715-836-7981 Or Search (force Trim). His Seller Name Is Coppertopboat. You Will Have To Check For Fit. Good Luck......
