1990 Merc 90hp part help

I just bought my first fishing boat and I am stoked. On it came a 1990 mercury 90hp motor. I was looking the motor over today because I am taking it out tomorrow and I discovered this.

(labeled as HERE) the lower unit where the gear shifter attaches to the power trim and tilt seems to be coming loose or off.

#1 Shows the area where there should be a completely closed seal. It is opened.
#2 is the entire part and or piece (I hope) I need.
#3 shows an opening that actually has an exposed ball bearing casing.
Also if you look just below the #3 you can see a green fluid that is gear oil coming out of where the shaft is going in.

It looks as if the entire lower unit has slipped downward on the motor bracket. I have searched the whole motor and cannot find a way to tighten this up. I am hoping that if I get the part in #2 that will provide a way to tighten up this issue.

Can someone tell me what it is I need to do and what part it is I need? How much of an issue is it?

Any help would be appreciated.

For some reason the photos will not come up so I will try to express in words.

The motor has electric tilt/trim. The motor is attached to the motor bracket by a 2in or so shaft that is the hinge for the steering and also houses the gear shift rod. At the base just before the gear rod goes into the lower unit there is an attachment connecting the shaft to the motor (just above the lower unit) using two bolts. On the shaft there is an open seal above the part connected to the motor, it is about 1/8 in gap. Below the part connected to the motor it is an open space, no kind of seal or anything. There was a seal but now there is an exposed ball bearing ring. Also the gear shaft is showing threads which I don't think is normal.

What is this part, can anyone help me(given my description)?
