The slatted floor boats are not designed to plane. That said, I'm surprised it won't. I have a slatted floor 9' inflatable and it'll plane with a 2.5hp Suzuki. Does your boat have a wooden transom or does the tube go all the way around? Without the wood transom it won't plane.

Make sure you're inflating to the proper pressure. If it's too low, that'll prevent it from coming on plane too.

If you're having trouble getting it to plane, try the lowest setting, or the closest to the transom. Also getting some extra weight up front will help too.

Is it a short shaft or long? You need a short shaft 15" and try to raise the outboard up using a wood shim this will reduce drag

the transom length is 15 .5 inches and the shaft is 17.5 inches, allowing for the front of the boat risng, thus rear dipping ,should i play around and get the engine more out the water

I use a 3/4' piece off hard wood and put it under the outboard bracket:)

The engine is too small, it has too high of a pitch propeller on it, it's mounted too low on the transom and if the boat does not have a keel it was never designed to get on plane....That's a lot to overcome:)
