Evinrude outboard problem

Hi there, We have a Evinrude outboard model No. BE15BAEIA. I think it is a 15hp. I don't know really anything about motors, but it was going and now it isn't. We had it serviced and then it sat for 12mths. We took it out on a local dam and it went great after we had drained old fuel from line. Then I took it out on my own with kids and I mucked it up a bit. I started it and then realised I had forgotten to open fuel valve. Another time I forgot to prime it. Needless to say I did a fair amount of rowing (still lots of fun). Since returning from holiday my hubby has had a look at it and removed spark plugs, which were wet but when cleaned and tested had good spark. He ran fuel through the motor, but the only way it would start was to hold down the throttle lever in the motor. We had ear muffs on it while testing, but there didn't seem to be any water coming out anywhere, which hubby didn't think was right. He checked the air filter but it hasn't got one...not sure if it should have. I don't know the age of the motor but it has done very little work. Your engine is a 1991 Evinrude 15hp.

Your description matches a gummed carburetor very well. That long lay-up could have allowed varnish to form in the fuel system.

Please do not attempt to service it without a factory Service Manual.

The motor should not have an air filter. Were you running it off the "ear muffs" that you attach to the water hose? If so, hood it up, make sure the muffs are good and tight and covering the water intakes on the lower unit. If you still don't see any water coming out the indicator, take the cowl off and pull the water tube off the little connector/restrictor thing and run a little weed eater cable or small wire up the tube to see if it has any trash in it that you can get flushed out. You should be able to hold your finger on the cylinder head for at least 3 seconds before it makes you let go because it's too hot. If it's really hot then you'd better shut it off or you'll burn it up. make sure if you're running it in a bucket that the water is about halfway up the midsection or it won't pump water. Not that it matters since JB is much more knowledgeable than I , but I agree with the carb. cleaning. Very easy to do. Just ask if you need help with it.

Outboards don't have an air filter some have a intake silencer.I would suspect the fuel system could be gunked up from sitting around.
It may have been flooded.You may have to go through the system from tank to carburator.With special attention to cleaning.
Take off hood::
Cold starting procedure;open vent,squeeze primer bulb till firm.(Does gas drip out of the carb?)activate choke (electric start usually push in key to choke)set on start and crank.If electric start it should fire up allmost instantly. Otherwise a few pulls. If gas drips out of carb you'll have to rebuild the carb.
sometimes if you don't make it drip you may get it to start and the motor will run. When motor is warm no need to choke.
I don't trust the muffs I stick the motor in a trash can with water right up to the mounting bracket like it might be on the water.
If you don't know the age of the impeller it should be changed ,cheap insurance against an overheat.
