I just bought a second heavier 20" trailer for my boat, it came (used) with bad rollers which I removed.

Whats left is two 3x4 galvi rails (square tube).
I bought these bunk brackets and can't see how they can work.

How can I angle the bunks inwards to fit the hull , installed as they are they stay parallel with the frame tops. There are no cross braces to speak of on the frame, just the axle.

My original trailer , which the boat is still on, has slightly angled (inward) bunk brackets (they will not fit this frame) but the boat doesn't exactly fit the angle of the bunks anyway.

what to do?

Right off the bat without seeing the trailer, I would say you either have drill holes appropriately or bend the brackets as needed.
