'92 Johnson 200hp bogs down and reduces rpm when accelerated

I registered to post here since I am thoroughly stumped on the situation my outboard is in. It is a 1992 Johnson 200hp. The symptoms start from upon acceleration at around 1/2 open throttle, under load, in the water, in which the engine starts bogging down and reduces rpm's and has an almost intermittent two-tone sound. Also, the buzzer sounds most of the time the engine is running. On dry land, though, going through the complete throttle spectrum, the motor runs as if there was no problem.
Timing was checked, and that's fine. A new power pack was installed for a previous problem of not enough electricity getting to the spark plugs, so new plugs have been installed as well. The carbs have been cleaned and the fuel lines have been checked. VRO is removed as well.
So, if anyone can help or has any idea of what is causing this problem, I'd really appreciate a response.

EDIT: I also wanted to add that the voltage after the power pack install is in the 16 volt range, in which before, when it only had the spark problem, it was usually in the 13-14 volt range, which is causing me to believe that it is a problem with the voltage regulator, but I'm still not 100% sure.

This is a hopeful bump for this thread since i put it on late last night, so just in case anyone can help. (I know post bumps are frowned upon but I am REALLY annoyed at this problem, so if ANYONE can help, it would be extremely appreciated.)

I'am right now suffering from the same type of symptoms. What mine does is from about the 4000-5000 range i get a miss. On top end the motor seems to almost change sounds. Sounds flat doesn't pull anymore. I too have changed pretty much everything electrical on my motor. I have a encoder wheel ordered for mine. I had a slight crack in one of the little slots that the optical eye reads. I can't find a cylinder that is cutting out at high speed either is what is weird about mine. At this point i'am stumped and still trying little things. If i figure mine out i'll report what i find. Good luck,i've had none when it comes to this motor. Oh i have a 175 intruder 1995 model.

First off, thanks for some type of reply. Hopefully this weekend, I'll be able to test out the motor in normal, under load, conditions. A few tweaks were made, but nothing major. I also want to see if I can single out EXACTLY why the motor is seemingly cutting out. Mine is also not pushing the boat as it should. If I find anything as soon as I test it, I'll report it as well, even though I can't stop thinking that it is something really small. So, thanks again and if you, or anyone else, finds anything important or has a breakthrough, I would appreciate the helpful post.

Why you try it out in the water, here's a couple of things to try.
When its bogging down, does it help when you have someone pump the primer bulb a half a dozen times or so?
When its bogging down, does it improve performance by depressing the choke?
If the answer to either of these questions is yes, you're running lean for some reason which could damage your engine. Run it at low rpms back to shore.

For the first recommendation, it was the FIRST thing I did when I started getting the problem...the change was so small, I could safely rule that one out.
The second I will have to try, and after reviewing a few forums before my post, I wanted to try that, so that will be my first order of the day if it keeps on running like it was when I test it. So again, I will come back with results after I test the motor under load.
