1986 4.3L Mercruiser "bogs" down above 3000RPM

WE have a have a 1986 Mercruiser 4.3 205HP w/ an alpha one outdrive Finally got it up to plane, but its still not running at its best. I cannot reach WOT under load because after hitting between 3000 and 3500 RPMs the engine loses power and RPMS fall off. The boat doesn't stall it just seems starved. After the RPM fall off and power loss the engine runs sluggish only transiently, so we can get her back to 3000 RPM no problem. We can reach plane, but we cannot punch the throttle. That is, the boat is a charm below 3000 RPM... Heres whats been replaced in the last few months...

New carb (rochester quad)
new Fuel pump
gas tank cleaned out and refilled fresh
new fuel filter
*new secondary filter (possibly too many filters?)
new shift cable
new plugs, plug wires, and distrib. cap
*new prop 17 degrees

MY MAIN QUESTIONS ARE: Is there a most probable culpret? I'd prefer not to test the timing, so by the symptoms can we lean rule out any of the 14 FAMOUS solutions?

IS THERE A SCREEN IN THE FUEL LINE THAT IS INSIDE THE TANK? tHIS WILL RESTRICT FUEL FLOW IF CLOGGED.

Is the fuel tank vent clear? You should at least be able to blowback through it, or get your buddy to,,,:D
