1993 Johnson 200 hp not running right

The problem seems to have started a year ago after I let it sit up for a month. The engine will not open up at all. When the hotfoot is all the way down, it will make a studdering noise but the sound will be even (like a duuunnndunnnduunnnduunnnn). I have tried everything I can think of to get it going. I have taken out the gas tank and it was clean, I have checked the gas filter and it was clean, The jets were clean, but the filter on the cover was dirty, and the spark plugs and spark plug wires are all brand new. Any suggestions are appreciated!!:confused:

were the carbs totally cleaned jets removed and cleans, and rebuild kit used? did you check spark. have you check compression?

mine did the same thing 2800 rpm's and it would stutter. Check the temp sending unit I think the one on the stbt side. if it is bad, those motors have a safty that will not let the motor open up if it thinks its running hot.Acts like its hitting a rev limiter
