1986 25hp problems

I bought a 1986 25hp motor this past winter and it had been sitting for over a year. I have cleaned and rebuilt the carb, checked the compression, replaced the fuel pump, checked the power pack and coils for cracks, replaced the fuel tank and hose, and checked the spark(nice blue spark). The problem is the motor idles just fine (i have taken the motor out and done the carb adjustments) sometimes not all the time when I increase the trottle the engine wants to sputter and almost stall. Is there something I'm over looking? Any help would be greatly welcomed.

At high idle is the bulb on the hose staying firm. This really sounds like a fuel problem.

once started the bulb does not stay firm, and the float needle opens, and the fuel pump takes over. sounds more like a link n sinc problem. spark and carb working together.

Yes I have checked the bulb and it does stay firm. I have not link and sinked the engine yet. I guess I'll try that next. What does it take to do it (timing light)?

follow the steps in your manual, step by step, if you miss one start over.
