I bet someone stripped the threads on the shift rod connector when they were doing an impeller change and the connector/connection separated. If the connector/connection is still tight behind the access plate, there's something amiss in the LU. They aren't hard to fix/reseal, but if you don't want to mess with that right now you can always find a known-good used LU as a replacment and parts donor. I found 2 for my 18 hp Johnsons on the auction site for not much money. You don't have to pull the flywheel just to inspect the coils...remove the recoil mechanism, 3-4 bolts and it lifts off, and look for an inspection plate on the flywheel. Loosen the bolt holding the plate tight, swing the plate out of the way and rotate the flywheel until you can look through the hole and inspect the coils. If their plastic covering is cracked, it's time to pull the flywheel and replace the coils...again not to difficult and not too expensive. Keep us posted.
