Johnson 150 - Bogs when fuel tank full

My '89 150 hp Johnson bogs down unless choke is depressed when fuel tank is full to half full. Runs great from half tank down and seems to have very poor fuel economy.
I have replaced first inline fuel filter and primer bulb and fuel tank vent is clear.

Disconnect your fuel line at the motor and use the bulb to pump some fuel out in a glass jar and check for water and debris. Have you emptied your tank(s) fully or started with known fresh?

check your compression.

Make sure it is vented properly.... and ....check your compression as previously mentioned. Could also be the extra weight with a full tank. teetering on the brink as they say.
