The black/yellow wire going to the power pack is a kill circuit, if your neutral safety switch is closed (ie not in neutral) this will put a ground to the powerpack shutting down the ignition.

Neutral Safety switch is just that, a switch which is normally in the closed position when the motor is in Neutral. Put the shifter into gear, it opens the circuit. Neutral safety switches are normally used in the starter circuit to the starter solenoid to prevent the starter from activating while in gear.
The Black/Yellow leads are typically for the kill circuit. The 'man over board' switch or kill button is normally 'open circuit', black-yellow are not shorted, power pack operates normally. Pull the lanyard or push the kill button, the switch closes, shorting the black and yellow wires, killing the power pack coil output killing power to the coils, no spark....motor stops.
