HELP!! Impeller problems

I have a 95' 40 hp merc 4cyl. I recently replace the impeller because it wasn't peeing a steady stream and that is what was recommended. I bought the kit and replace everything except the lower half of the impeller. Now comes the problem. When it is in neutrel I can rev it as high as i want and it will pee fine, when i put it in forward and go anywhere past 2000 rpms, it will barely pee and if i go full throttle it smokes (white) with a slight spray, not stream, of water. If you have any idea what could possibly be wrong please let me know. Also, I have a left over washer which is about 3/4" in dia. from when I took the lower unit apart, do you think that could be it? PLEASE HELP!!!

You have a vacume leak at the pump or at the pump base, take it apart and ck your work, slow down this time

I replaced the lower half of the impeller casing earlier. When I took it out it had sand in it and the gasket was stuck to the metal. I scraped it off with a screwdriver, is that ok, i tried not to scratch it. I also hosed it off and I think water got into the gears in there, is this ok? I let it drain a little until I didn't see alot of water coming out with the oil. Is that lower unit oil, should I change it? Also, the water coming out of the pee tube was REALLY hot after the first time I changed it. I don't think it should be that hot. Well wish me luck in the mornin, I'm gonna take it out and see if that fixed it.
