89 Force 50hp must choke to run

I am having to choke the engine almost completely to get it to start.

What I have done:
replaced the primer bulb, quick disconnect on diaphragm tanks, new diaphram

If you mean you have to choke it to keep it running you most likely need to rebuild the carb(s) with special attention to cleaning.

Sorry, I messed up the first draft. Should have read
I am having to choke the engine almost completely to get it to start and to keep it running.

What I have done:
replaced the primer bulb, new fuel lines, quick disconnect on diaphragm tanks, new diaphram, new spark plugs, check fire (good), checked compression (150 psi both cylinders), cleaned carb.

The bowl under the carb is always full of full but doesn't seem to get into air stream without being choked. When I took apart I noticed the tube in the venturi had a couple of holes. Does this need to be in a certain position in relation to the air tube running to the outside of the carb.

I am driving myself mad trying to figure this out. Also, I tried to buy a new carb, but the parts dept said it was discontinued. Any ideas for new carb and would a carb for a 70 hp with smaller jets from my old carb work.

You should be working from a manual.
put some fuel mix in a pump oil can and carefully spray it into the carb.If the engine fires then you need to check the carbs to be sure fuel level is correct and all jets and passages are clean.Disassemble,You need to remove jets float valve parts etc. soak in carb cleaner,carefully blow out passages with compressed air.
assemble with new parts being sure float is set correctly.
I believe the position of tube and holes is determined automatically with assembly.
