89 Force 50hp must choke to run

I am having to choke the engine almost completely to get it to start and to keep it running.
What I have done:
replaced the primer bulb, new fuel lines, quick disconnect on diaphragm tanks, new diaphram, new spark plugs, check fire (good), checked compression (150 psi both cylinders), cleaned carb.
The bowl under the carb is always full of full but doesn't seem to get into air stream without being choked. When I took apart I noticed the tube in the venturi had a couple of holes. Does this need to be in a certain position in relation to the air tube running to the outside of the carb.
I am driving myself mad trying to figure this out. Also, I tried to buy a new carb, but the parts dept said it was discontinued. Any ideas for new carb and would a carb for a 70 hp with smaller jets from my old carb work.
