'92 wavrunner starter won't crank

I have a '92 Yamaha wave runner WR500, and the starter won't turn over, the battery is charged, the start switch is good, the kill switch is good, i removed the starter relay and performed the test in the manual-checked out good.
but when i jump the terminals on the relay, the starter cranks and turns the engine over!
