omc 350 5.7 cobra out drive 201 liberator

Hello I recently built a 350 for my liberator. Finally had it out on water. I was at full throttle and only reving motor 3900 rpm. I currently have a 19 pitch prop. I was looking at specs of motor and I should be at 4500 to 4800 rpm. Is this a prop issue.

might be, but i would think that motor should spin a 19 pitch prop. Do you know the gear ratio of the drive? and were you able to get an accurate speed at WOT?

What year Libby and what outdrive? King or regular cobra? Cone or dog clutch?
