whats the best prop for my boat?

I have a 23 foot fiber form cabin cruiser with an inboard volvo penta AQ170 hp and a 280 stern drive. Currently it has an 16 15 3 blade prop and it has no speed and will want to rev up to almost 5000 rpms. It currently does not have the speed to get up on step, is there a prop that would lower my rpm and give me more top end? This is a salt water boat. I greatly appreciate all advice. Thank you.

Also what is the WOT rpm range for you engine?

What you describe sounds like a prop with a failing hub. With those kind of RPM's the boat should be planed out very quickly. I would get that prop refurbished, or at least looked at to see if it can be renewed.

Regarding those numbers you gave in the description of the prop, which one is Diameter and which one is Pitch.

A 23 ft boat with 170 hp is not going to be leaping on to plane.
