Zodiac Drain

I have a 2000-2004 C2605 Zodiac. There is a drain in the transom that I seems to leak a little all the time. On the outside the little part seems to screw, and i did it all the way (by hand), I put the inside plug in the "shut" position and still leaks a little bit.

do I need to replace both? is it fixable? adjustable?

I have seen the replacement part online but it seems to be only on the outside.

Any suggestions?
