Livewell drainage questions??

My 19' 1991 Bluewater Cuddy has a livewell located center of boat just aft of cuddy. I noticed water in the livewell that does not drain away so I am figuring the drain is clogged? Does the drain go to the back of the boat and empty into the bilge. My bilge never seems to have any appreciable water in it. Is water suppose to drain into the bilge from under the fuel tank? What we observed yesterday is when we (two adults) went to the back of the boat more water drained into the live well!! I would have thought the reverse by standing on the bow water would come back into the livewell. Is this a drainage issue or something more sinister. I have used the livewell as mostly a beer container packed with ice now I am figuring this is not such a good idea
