Volvo Penta 5.0gi. Won’t start

I have a 1999 Volvo Penta 5.0gi that will not start. I have power to both the starter relay and the fuel pump relay but the pumps will not run. Have bypassed the relay and the fuel pumps are woworking well. But they will not come on when you turn the ingnition switch. Seem to have power everywhere it should be .
very stumped

Have you bypassed the fuel pump relay, get the pumps running and try to start?

The ECM applies a ground to pin J1-23 which energizes the fuel pump relay. The 12V is passed thru a fuse an thru relay to pump. The connection I added which was missing was a Pink/white wire which comes off the ignition relay to power up the ECM at Pin J2-32
