1957 gale brooklure 12hp issues

Ive got a 12 hp gale engine model 50T3338, bought the boat and engine and it ran very poorly. Removed carb, found the access cover where the idle holes were to be leaking and resealed it. New carb kit. Ran it in a tub and ran better. Good compression. It was stuttering at idle and in netral revved up. Sometimes would pop a few times and stall itself. Replaced a plug wire because it shocked me. Previous owner replaced points, condensor, spark plugs, and many other things but could never get it running right. Ive messed with the carb adjustments. The oil/fuel is mixed really rich like 16:1 or 24:1. Any ideas on how to get it running as good as i can?

You didn't mention the coils. I can almost guarantee they are no good, unless they have already been replaced.

Previous owner had replaced the coils. Had it out on the water and seemed to go good. Maybe running some seafoam through it, help break up any junk thats inhibiting good combustion will cure its issue. 16:1 oil ratio is pretty rich.
