I recently replaced both manifolds and riser and had the heads off to water infiltration.
when boat first starts there isn't any steam. The steam starts once the thermostat opens.
It was 48 degrees outside and raw.

I've updated post with picture.

Are you saying the engine starts and you have water coming out. After the time it takes for the engine to heat up and the thermostat you then see steam (maybe 15 to 30 minutes). What does 48 degrees outside and raw,,, mean

Re: 4.3 mercruiser steaming out of back of boat

The steam doesn't bother me that much on a 48 degree day, but the lack of water coming out the exhaust vents does. I see a lot of water coming from the muffs. Loosing that much water around the muffs is either the impeller is not working properly or a new set of muffs may be needed.

Our my assumptions correct?

It's pretty obvious in the pic that the pump ain't pulling much water. And, I can't see the tach from where I'm sitting either. Is the engine at idle or 1000 rpm or more?

Why are you changing the propeller? If you men impeller, put a complete kit in it!

Study some forums on replacing water pumps so you don't get yourself in trouble.

What temperature is the engine running at when warm. How hot do the manifolds get?

The engine temperature was 170 riser temp port side 119 and starboard side 88.
I ran the engine after that and there was onle a 10 degree difference between risers
