Here's a $3 exhaust bellows tool I made for my Mercruiser #1 drive, worked pretty nice, though I'm sure the $40 tool would have been easier to use.
Parts needed:
2- 8" long 5/16" carriage bolts (smooth on the last 2-3")
4- 5/16 nuts
1- 2 3/8" piece of hard plastic tubing (I used 1/2" PEX)
4- heavy rubber bands
1- long thin screw driver
- leather gloves (needed for operation)

Bellows locked into position and ready to tighten clamp.

Notes;
- The backside holes (holes facing out) in the plastic tubing were oblonged inward, so the bolt heads can move outward and push or grab the bellows.
- You need to wear a leather glove while pulling on this tool as the threads will tear up your hand.
- You need to adjust the nuts to pull the bellows up onto the bell housing, and then again to hold the bellows into position. (at least I did)
- While adjusting the nuts to hold the bellows into position, have the plastic tube inside the exhaust opening and level with the bell housing surface, wrap the ends of the bolts tightly with 3-4 rubber bands, put on leather glove and pull on the bolts, insert the screwdriver through the plastic tube and release tool, tilt bellhousing up and tighten clamp.
