No water flow

Hi guys. I have a 1995 3.0 I/O Mercruiser with a sea water cooling system. It recently sat for about 10 months unused. When I put it in the water, it overheated. I then put a new impeller in it. When I started it with a water hose attached, I noticed that there was no water flowing out the exhaust, so I quickly shut it down. I removed the thermostat housing and started the engine. There seems to be plenty of water flowing out of there. I then removed the rubber hose from the top of the intake/exhaust manifold, and tried to run some water through the manifold with a garden hose. I can’t get any water to flow into it. Does it sound like my manifold or riser is plugged up, or something else? What should I do next?

Certainly sounds like it. Pull the elbow off and check it.

An update, I finally got around to fixing this thing. I turns out the manifold was completely plugged up. I shelled out for a new Quicksilver manifold and elbow. Problem solved!
