2001 Evinrude 250hp FICHT Code 56 - #6 Fuel injector Open Load-but its working?

I have 2001 FICHT 250hp with the error code 56 - #6 Fuel Injector open load. The Diagnostic Software shows its an Active code 56. No other codes. The Static test shows all 6 fuel injectors are clicking. The Dynamic test shows all 6 (including #6) are contributing power (about 40 RPM each) when each one is disabled. Fuses check OK too. I can't OHM out the injector as its behind the lower cowel. So what's the issue? I'm thinking I'll need to pull the boat to remove the lower cover and OHM out the injector. But why is the injector apparently working but setting a code?
