2nd scribe mark on throttle cam 1981 Evinrude 150

Can someone tell me what the second mark is on the Throttle Cam as it relates to the carb roller. While I'm good at timing and link/sync, havent seen mention of of the 2nd scribe. One is short, other is longer. I've got no reason to think i'm out of sync, at least based on the first scribe all is good.

I had one old timer tell me it was a high altitude setting although the other guy that worked beside him said it was to line up the outer edge of roller instead of the center...

I doubt either are correct and it is more likely a factory thing...
