E40TLCEC trim and tilt motor stuck up

I can't budge the safety catch on this 1989 Evinrude 40 hp so I can get the motor back down. Trim and tilt buttons work and I can hear it trying to move the motor, but won't go up enough for me to release the safety. As you can see by its kind of beat-up appearance, I removed the screw toward the bottom and some hydraulic fluid drained out. I don't know how to be sure I have enough fluid in there because that is the only access to that reservoir that I can see. Schematic shows there MAY be another plug on the very bottom going in vertically, but I can't see it. I don't think it's missing because there is fluid in the reservoir and wouldn't it leak out if the plug is missing?
I've read and watched YouTube videos on how to loosen the screw on the side of the hydraulics to relieve pressure on the system so the motor will go down, but can't find that rascal anywhere.
Any help will be appreciated.
