Evinrude 115TLEOR 1995 - Can't start motor. Both Solenoid & Battery replaced. Starter tested OK. Key Switch line going to solenoid has juice. Not even a click sound. Control is in neutral position.
Is there a "safety neutral switch" somewhere that I can check. A picture would be great. I have no idea what it is.

Neutral safety switch will be in the control box. Try wiggling the control lever and see if it starts

Try by-passing the switch in the control box. It has the yellow/red wires going to it.

Exactly what do you mean by "key switch line"? Color?? If it is the wire coming from the safety switch, and it has juice, the safety switch is working.

And what kind of solenoid did you put in it? Something they sold you at the auto parts store?

I just re-read your post. If you have power from the key to the solenoid your neutral safety switch is working. What about the main fuse on the motor.

When Key is turned, I get all my normal alarms. Then when I further turn key to start engine I get nothing. So I put a light tester on the yellow/red wire from the solenoid and it lit.
Main fuse, I believe is located close to the solenoid. I opened it and put a light tester on it with the fuse in and also repeated the process with the fuse out. Same result for both tests - lit.
I put a meter test on top bolt of Solenoid and to starter bolt reading @ 12.5. Battery test is new also reads 12.5
What I don't understand is that I don't hear a clicking sound from the solenoid.
I ran a test on both solenoid's (connecting positive red cable from battery to top of solenoid, black negative battery cable to small bottom side screw of solenoid, connected a self made on/off switch - black attached to the red positive post of solenoid and the red to the small post switch of the solenoid. Turned the self made on/off switch and I could hear the click. This test was done to both solenoid's.
The one solenoid is original that was never replaced & the new one was purchased from Boats.net 0586180 OEM.

I also tried wiggling the control box.

Hope this explanation helps.

Where do you have the solenoid grounded to. Power comes in one of the small terminals from the key. Goes through the spring to kick up the disc and out the other small terminal to ground.

Problem Solved! After testing all of the ignition key wires, it came down to the small post ground wire connected to the solenoid.
I connected a wire to the negative battery terminal directly to the small terminal on solenoid. Turned over like a charm.
Thank you everyone for your help & assistance.
