1970 Chrysler 9.9 and Sea-King 9.6

Friend asked me if there were any differences in these two motors. Anyone have the answer on how the 9.9 makes its extra .3 HP?

If they have the same displacement I think there is no difference at all.
Maybe the Sea King is rated at prop (they were not sold in Sweden where I live) and I know Chrysler rated at crank in those days.
