first boat/steering

just bought my first boat a 1981 galaxie fish and ski...the steering is hydraulic and a bit tight. I would like to check the fluid and add some but don't know where too look, any ideas? also the guy i bought it from said the fuel mix is 40 to 1 for the 1980 Evinrude motor. Does that sound right?
