boat a 1984 bayliner with a volvo pinta 270 the gas that was in it sat for three years drained all that out an put new in with some stuff to help clean the carbs when i take it to the river it will run good when i run the rpms up with out the out drive kicking in when i kick the out drive in it takes for ever to pick up an spits an sputters liekt he engine in not running at full speed could this be the plugs can anyone help me out would love to get this up an running good

Your issue could be caused by allot of things. It would help us if you start out by posting the model number of your engine (begins with AQ), and what you have done so far for diagnosis.
May be; fouled plugs, bad plug wires, cap, rotor, dirty/failing points,fuel supply issue, carb issue, timing issue, mechanical issue, wrong pitch prop, etc.
