1999 70HP Evinrude 4 stroke running rough HELP!!
I bought a 70hp Evinrude 4stroke a few months ago. I'm having a couple of problems. First, it idles rough (some of the time), and I always have to pull the throttle up to get it started. Also, if remove the cap it always seems to run a little better? Second, it has never run at full speed. Even when it seems to run OK, the max speed I get is 15mph. Its on an 18' aluminum boat, so it should fly. Can somebody help me?
