does it hurt to lay an outboard on its side to work on it, such as change seals and impeller or should they always be kept up right

It does not matter with a 2stroke. A 4stroke will have the engine oil leaking all over the place

It is very poor practice to tilt any outboard so that the lower unit is higher than the powerhead. Reason: water trapped in the lower end can run into the exhaust ports of the powerhead. Level is fine, no problem.
