What is this wire?

This on my 1976 Johnson Seahorse model number 55EL76E, serial number E4473745

It looks like a ground for something but mine looks like its been burnt through. Anybody know what it is?

Looks like a ground strap - maybe for the electronics plate, grounding it to the block? If it's missing, that could definitely cause some running issues...

What color is it? Is there a diagram on the power pack cover? Does it run?

If it is black with a yellow stripe, it is the kill wire----used to shut the motor off.

I believe it was just black and it runs up to the fly wheel. My engine cut off the other day and today I noticed that wire was burnt through. I fix it today it runs fine.
But why would it burn through?
