Water in the leg?

1986 Force 125hp--out on the water yesterday and took the motor cover off---the leg was full of water. Is this normal? This is the first time I have removed the engine cover while the engine was in the water, and I want to make sure that this is normal. Any comments appreciated greatly as always.

Normal. There are small drain holes in the leg to ensure complete draining of water, when the boat is sitting in the water the drain hole let water in.
