VST FUEL PUMP ON MERCURY 50 HP

WHAT VOLTAGE SHOULD I GET AT UNIT WHEN REMOTE IGNITION SWITCH IS TURNED TO RUN POSITION. I AM GETTING 1.5 V

I have a 25 HP Mercury Tiller, with the switch "ON" i have zero votage, but with the starter engaed I have 13.5 volts. Not sure if this wwould be the same for a 50 HP.
