Volvo Penta 4.3 starter clunks

Uncovered boat yesterday
battery fully charged
connected battery and tried to turn engine over
at first clunked, tapped starter with hammer to loosen up
turned over 3 times, stopped as i havent changed oil,prepared boat
cleaned battery terminals, pos+ and neg- battery cables and post on solenoid
just get a clunk, like starter is trying to turn engine
dont think engine is seized, turned belts by hand (difficult) but turns
nonetheless
any tests to isolate that you guys can recommend

Update, control box in neutral,battery fully charged
turned crank by hand, difficult ,but turns,
when the ignition is turned to start, i'm getting a ringing click.
loudest first try,subsequent tries not as loud, turn crank 1/8 turn and i can hear starter click and release?
cleaned both battery terminals again, cleaned the large post on the solenoid
and the yellow/red wires that are underneath the Pos+ battery cable
where it attaches to the solenoid.
yesterday first try i got the click
tapped the starter/solenoid housing 5 or 6 times and got it to turn over
3 or 4 times, enough so that i was worried it might start.
thought i was good...tried it again before i closed it up last night and nothing.
my first post above was a little confusing, even to me
hope this clarifies

Remove the starter and have it checked out by a starter/alternator shop.

agree, clean terminals are good, but if they are feeding a bad component, they don't help any.
