When the motor runs, it runs fine at idle, but bogs down at higher revs. When I pull the plugs afterwards the top two are wet. I am assuming this means rebuild the carbs?

If the top 2 are wet, the carb(s) is supplying fuel. If the others are bone dry, the carb(s) is not supplying fuel.

What motor is this?

I had the same problem. Turned out to be water in the fuel. The water will not allow the fuel to go thru the high speed jets but does not effect the slow jets. Add some water separater to the gas, put the boat back in the water and go for a ride, it will get better. The brand I used was "HEAT".
