Transom re-assembly in progress. Steering arm face up or down?

I searched here and pored over manual.
I’ve a Bravo 1 on my 2001 searay. I didn’t take enough pics to determine if the new steering arm faces up or down. Attached is a pic of what I think is right. Please advise Go/NoGo Thx

The manual doesn't specify. So I wonder if it can work either way; depending on how your steering ram is installed. Manual pictures indicate it should slope upward when installed.
